Studying in Japan: COE and application deadlines for the April and October intakes

Illustration: Studying in Japan: COE and Application Timelines for the April and October Intakes

To study in Japan as an international student, most students and trainees need a Certificate of Eligibility, commonly called a COE. The COE application timeline depends on the intake, most commonly April and October. This article gives you a general picture of the process; exact timing is always decided by each school and the immigration authority.

What is a COE and who applies?

The COE is issued by Japan's Immigration Services Agency. While you are abroad, someone in Japan applies on your behalf: according to JPSS, Japanese language schools and vocational schools usually do this for their students. Some universities, colleges or graduate schools may not apply on your behalf, in which case you need to ask the school.

Role of the COE: it is the first step toward a visa. According to Hokkaido University, having a COE makes the visa application and entry procedures faster; you submit the COE (a PDF copy is usually accepted) at the Japanese embassy or consulate in your country and present it when entering Japan. A COE does not guarantee that a visa will be granted; the consulate still reviews your application.

Two common intakes: April and October

  • April intake: the main intake for many universities, colleges and Japanese language schools.
  • October intake: offered by many programs, especially those for international students and graduate studies.
  • Some Japanese language schools also accept students in January and July.

As an example from one language school (ISI), the schedule is usually as follows:

Intake School submits application to immigration authority Receive COE, pay tuition Submit visa application at the consulate
April Late October of the previous year Late November of the previous year Late February
October Late April Early June Late August

This schedule is only one school's example and does not apply to every school; schools also stop accepting applications once seats are filled.

Processing time and validity

  • Processing: according to Hokkaido University, COE takes about 2–3 months; according to JPSS, for university/college students it can take up to about 2 months. Timing varies with peak seasons and by agency.
  • Validity: a COE is valid for 3 months from the date of issue, so you need to enter Japan within this period.

So plan backward from the start date: school application, COE submission, receiving the result, visa application, buying a flight ticket, and arranging accommodation.

Commonly required documents

According to JPSS guidance, the documents reviewed usually include:

  1. Academic record: the most recent diploma and the admission letter.
  2. Finances: bank statements and income documents proving sufficient funds for tuition and living costs.
  3. Japanese language ability (if the school requires it): an appropriate certificate; certificates that are too old may not be accepted under each school's rules.

A COE may be refused if documents are missing or inconsistent, even when finances are sufficient. The consulate may also hold an interview, test your Japanese, or ask again about your study history and finances.

A few notes

  • Ask the school about each intake's own schedule, deadlines, who applies on your behalf, and fees.
  • Prepare translations and notarize documents early, as they often take time.
  • For Japanese government scholarships, some cases do not need a COE according to the school's guidance (for example, Hokkaido University states this explicitly).
  • Check official information at ISA and the school's admissions page; this is only a summary for reference and is not immigration advice.

2026 update: COE acceptance dates and review times vary by year and region. Some immigration bureaus announce the start of application acceptance for the April intake from around early November of the previous year. Check the latest announcements from ISA and your school.

FAQ

Does having a COE guarantee a visa?

No. A COE simplifies the procedures, but the visa decision is made by the Japanese embassy or consulate.

How long is a COE valid?

According to Hokkaido University, a COE expires 3 months after the date of issue, so you need to enter Japan within that time.

Where is the COE submitted, and by whom?

The immigration bureau in Japan receives it. Students abroad usually ask the school or a relative in Japan to apply on their behalf; ask the school whether they do this.
